I have the exact same issue. Have tried latest drivers from Intel, drivers from Apple, and the MS ones that you point to. Either the machine will boot with a blank screen (latest intel), or the error remains.
With this error, all hardware accelleration of graphics is disabled, rendering many applications completely useless.

Im using Display Link with Toshiba Dynadock on mb air. (2012 model).
I upgraded to windows 8 and had display driver problems.
I found onley 1 driver will work with displayLink and intel chip .
I put a video on youtube on how to.
It now works on my machine. Im running 2 DELL 24Inch screens on dynadock with this driver.

Thanks for the video (incidentally the sound cuts out half way through). It doesn't solve it for me. If I select the 1.2 WDDM driver I get the same problem.
I've now installed OSX on there and wiped the machine to verify that there isn't a hardware problem.

Not sure what you are using but generally you need Apple's to enable the device, and then Intel's
As for MS Windows drivers, they can be iffy or less popular than vendor's set for some reason, so I always go to Nvidia
And if your system has Intel 4000 along with another gpu chip it can be different as to what happens.

Not sure you've read my previous posts. I've tried the latest boot camp driver, the one that ships with win8, and the latest from the Intel site.
It's a mid 2012 MBA so only has the HD 4000.

Wanted to make sure. I have some bookmarks on Intel 4000 issues from past users.
Of course I read it but you did so many install and uninstall it does not sound right and "let's start over" only you did that too, too many times - keep doing the same thing and expecting it to turn out differently...
I have to pretend I am looking at something with fresh set of eyes and forget everything to see what I missed or doing wrong.

The driver version is 184.108.40.20668
I have seen another WDDM 1.2 driver that didnt work for me either.
The sequence that worked.
Bootcamp. Re-install all drivers.
