Blocking caller id not working for some numbers

I was tring to test caller id blocking by turning it on on my iPhone 3GS (Settings -> Phone -> Show My Caller ID) and calling my home phone number (Ooma).  My number showed up.  I tried calling my brother (AT&T) and it showed as "blocked".  I then tried calling my 2nd line (also Ooma) and that showed as "blocked".   Finally I called my Google Voice number and it recognized my phone even though I blocked my number.

 

I then turned caller id blocking off and called all the numbers and my number showed up.  I then called my two Ooma numbers by dialing a *67 in front of them.  For my 1st line, my number showed up, for my 2nd line, my number was blocked.  I also tried dialing *67 + my Google Voice number and it recognized my phone again.  I also tried #31# plus the numbers, but again that worked for some numbers, but not others.

 

I chatted with AT&T support and they told me that if I block my caller id that it should block to all numbers, not just some of them.  The person gave me two choice:

1. He could enable caller id blocking on his end.  This would take 3 to 5 days to take effect and would block caller id on all outgoing calls.  That's not an option since I don't want to do that.

2. I could call Apple since he said it's an iPhone problem.

 

I can't see how this is a problem with my phone based on that fact that as far as I'm aware caller ID processing is done by AT&T, not by the phone.  I asked if they could test to see what was being sent out when I called my home phone number and he said no.  He said those two things were the only two options.

 

Any ideas on what's going on here and how to fix it?
