1. make sure that the same icloud account is used.
2. if still does not work - verify which device is synced with icloud.com
3. Then on the device that is not synced with icloud.com delete icloud account and re sign in.
Make sure to keep info on the phone.

How do you verify which device is synced with iCloud. I have an iPad, Mac and iPhone.

Go to your mac and go online to www.icloud.com. When you sign in you will see your contacts on Apple's icloud server. Device that has same contacts is the one that works right. To verify add contact to that device and it will show up in icloud.com.
