Because something is wrong. You will need to troubleshoot to see if you can fix it yourself or will need to have your Mac serviced by a technician.

The sky is up.To troubleshoot your problem, try the following things in order until you find one that resolves your problem:
(0) To turn the camera off, close all apps that can use the camera: OS X Lion: Use your Mac’s built-in camera
(1) Turn your Mac off. (Do not use the > Restart... command for this.)
Wait about a minute and then power Mac on again to see if the light stays off.
(2) If you use any camera-enabled widgets, understand that, once launched, it is possible that a widget may not release the camera until your Mac is restarted. In this case, your choices are to do the restart to turn off your green light when you are done using the widget, delete the widget and not use its features, or try to find anotherwidget that does what you need and properly releases the camera. (3) Verify that you have no login items that launch a camera app at every startup. Consider both your normal user login account and any other user accounts that may be occasionally used on your Mac. If you have concerns about possible problems with some login items and need help to resolve those concerns, see OS X Lion: If you think you have incompatible login items.
(4) Use your Mac's Disk Utility to repair permissions and then download and apply the latest Combo Update.
For your Mac OS X (10.7.5), the current Combo is OS X Lion Update 10.7.5 (Client Combo).
Repair permissions again immediately following the system restart that completes the Combo update.
Properly applying the Combo version of updates can sometimes correct software problems.
(5) If you have the time and want to try one more (albeit time-consuming) thing that users can do to try to correct your problem:
• backup all important files,
• zero (secure erase) your disk,
• reinstall Mac OS and the latest Combo Update
• reinstall all needed applications and their latest updates from known good originals,
• then copy only known good and necessary data files back.
This will ensure that any hidden or forgotten files that may be causing your trouble are gone forever.
(6) If your problem persists, make a current backup of your Mac's startup disk. Then contact Apple or an Apple-Authorized Service Provider for service.
