You could occasionally check that page, and when it says it's fixed try again and if you still have problems then post back.

In fact he said that everything on their end that he could see was fine. Nice. Its very weird that I can buy apps and I just updated iTunes but I cannot buy songs in the Store.

PS - @cajphoto - I think so. 20% is such a large number.
