Cmd + R in the app store updates page worked for me too!
Reinstall didn't work.

Hi. I had the same problem with greyed out loops. I checked in the Garageband Loops folder and found that the loops were there, but didn't load and when I clicked on them in Garageband the Download reqest window showed up. What I did was very simple.
I quit Garageband, found the Garageband Loops folder and put it in the trash. Started Garageband and found the loops were'nt there anymore. Then I quit Garageband, and put the Folder back again.
By accident I put the folder into another loop folder, but heck just left it there, Garageband then needed to reindex the library, and all loops showed up and worked perfectly. Problem solved :-)

HELPPPP **** ALL MY LOOPS ARE NOW GREY BECAUSE I DELETED ALL GARAGEBAND FILES AS ADVICED (BECAUSE NON OF MY ADDED JAMPACKS DOWNLOADED PROPERLY) AND REINSTALLED IT, NOW EVEN THE NORMAL LOOPS ARE NOT SHOWING :C

I did everything you said, it downloaded loops but not vocals and some other beats weren't downloaded as well. Any tips on what I should maybe do to get the sounds I need?
