What happens when you try to get from one to another ? Do you get an error message ? If so, what does it say ?

I can not get this email to open on my ipad so I am typing on my PC... I do not know what the problem is... but my husband has the same problem with his ipad. when we go from one application to another... ie safari to outlook or outlook opening a page that was on a email... the pad freezes and we have to reboot... netflix will not play at all.

I assume by 'rebooting' you mean holding down the button for 15 seconds then allowing the device to fully turn off and on again. Not just pressing the button for a second or two.
if this is the case then you have a serious problem with your devices and should probably contact Apple support by phone or book yourself a Genius Bar appointment at an AppleStore.

Perform a Reset on the iPad (different from just restarting).
Hold down on both the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears. When you see the Apple logo on the black screen, let go of the buttons. This “reset” fixes a lot of iPad issues and might work for your app switching issue.
