First, check to see if the iPads and the Apple TV are all on the same network subnet. That's necessary for the iPads to be able to locate and connect to the Apple TV. If they are not, you'll either need to get them all onto the same subnet or look into a third-party solution like this one:

Perhaps the access point or any router/firewall behind it are blocking the ports used either for the autodiscovery (Bonjour/multicast) or AirPlay. You can find a list of ports Apple uses here:
and may want to check with your network administrators and find out if those ports are indeed open. I presume the iPads otherwise have successful network connection?
