Reset Network Settings, if still problem, Restore with iTunes on computer. If still problem, the WiFi chip or its connection to the logic board is faulty. If there is Warranty or AppleCare make Genius reservation or set up service and take or send to Apple for resolution.

If you are still unable to turn Wi-Fi on, please contact Apple for support and service options.
