Q: Apple Loops not importing from current location

HEllo, I am running the latest logic on an imac with ML

I can  not add apple loops to the loop bin that will reference them from an external hard drive.  They just don't import nor is there any indexing.

THey do import to the hard drive though but I do not want that.

Same thing goes with garage band.

Any Ideas?  I have blown away old plists, repaired permissions, etc.. 

Is this just a bug?
