If the troubleshooting steps in the article from which the question was posted failed to resolve the issue that would indicate a failure of the bluetooth and Wi-Fi radio.
The only fix is a replacement device. Take the device to Apple.

You most likely have a failure of the WiFi chip.
Restore the phone as a new device. If that doesn't solve your problem, you'll have to bring your phone to Apple for replacement. If you are not within the warranty period, expect to pay $199 for out of warranty replacement.
