Troubleshooting starts with reset, then restore from a backup then restore as new

Try the usual steps: restart, reset, restore.

If you try restoring from a backup and that doesn't fix the problem, try restoring to factory settings and, if the problem goes away, then synching your apps. You'll lose the app data and settings, but if the problem is due to a corrupt cache or settings file, that should cure it.

If none of that helps, your device may have developed a hardware fault and will need to be take or sent to Apple. You cannot get a US-sold iPhone serviced by Apple in Israel, so you would need to take the iPhone to the US yourself or send it someone you know there who could get it serviced and then return it to you.

    Regards.

An error 21 often indicates that security software on the computer is blocking access to Apple's servers. See:

That error usually means that the phone was purchased as locked to a carrier, and was hacked or jailbroken to unlock it from the carrier it was locked to. If it was jailbroken that could explain the problems you had also. See this for error 21: http://support.apple.com/kb/TS3694#error21
