If its a Wifi only iPad and the part of the building you placed it in does not have Wifi signal then it can{t be located as its not actually connected.
If its a 3g/Cellualr model then as long as there is cellular service wherever it is, it should be able to be found.

Sep 5, 2013 3:26 PM in response to JACODIXEby JACODIXE,This ipad is a work device. It's mounted to a Forklift and paired with an RF scanner. The system that the drivers are using is web based so they can't work without a wifi signal. I've walked out on the floor and confirmed that the drivers are active online and walked back into my office to loacte the iPad and it shows offline. I ask the driver to detach the unit and bring it in, and the locator turns green and I can locate it. I can't for the life of me figure out why.

You can walk out to the forklift to make sure its got a good Wifi connection there.
