Yes the iPhone can only be serviced by Apple in the UK as that is the original place of purchase, as to why you were misinformed about the procedure is unknown unless you were to get an explanatuon from that advisor.
See if you can send the iPhone to a friend or family member in the UK and get them to take it to an Apple Store to get it replaced.

Actually, not true. A phone purchased in any country in the EU should be able to be serviced in any other EU country. And last time I checked both UK and France are part of the European Union. Someone at the Apple store was misinformed (or didn't want to bother). You should have gotten better service than this.

He said he took it to a store in MI, which I took to be Michigan. Plus all his calls were to people in the US? Why do you think he is in France?

Just to be clear, you live in Michigan and you have an iPhone 5 that you purchased in the UK and you are trying to get it replaced in the Apple Store in Michigan?
