I had directed you to iTunes Support - you need iCloud Support. So, I'm a bit confused. You currently are paying for additional iCloud Storage? If you are, then you would have had to supplied payment information when you originally purchased the additional storage.

Are you saying that something has changed and the payment information you supplied when you purchased the original storage is no longer valid?
