On your iMac, open System Preferences > iCloud. Deselect the box next to Safari then reselect it.
Do the same on your PC.
On your iPhone, tap Settings > iCloud
Switch Bookmarks off then back on.
Give iCloud a few minutes to resync your bookmarks.

I have tried this but still no change in bookmark bar.
The PC laptop bookmarks are still on my iMac and iPhone.
Tried switching off all icloud settings but this still did not bring back my old bookmarks.
Guess I'll have to reset everything manually. Headache!!!

This just happened with my iPhone, too. I tried all the fixes you did. Shutting down Safari worked. I am happy that I did not lose the bookmarks I had added to my iPhone with the help of iPhone Bookmark Recovery.
