If the iPad was jailbroken, yes. It is not unheard of for a iOS update to brick such a device. In such a case, any support from here or Apple was forfeit the minute the device was hacked in the first place.
If not hacked, then no, I have not yet ever encountered a situation where a bad iOS update could not be fixed. Unless, by pure coincidence, it also involved a hardware issue too (perhaps one unnoticed prior to the update).

Thank you Michael.After an update i could not use my iPad.It had a locked screen with the sign of a cable to be connected ti iTunes.Connected to iTunes.The resore process went obout 75% before it stopped with a message-Anunknown error ocuured(-1)
Took iPad to local iFix and iStore in Cape Town South Africa.They returned it to me with the message that it was irrepairable.
Any suggestions of what to do now.The iPad is 13 months old.

I have not heard of issues updating software on iPad specifically. The iPhone 4S on the other hand...yes.
