I found an article with steps you can take when you are not able to access your iCloud email on your iPhone. I recommend following the steps in the section titled "Issues sending or receiving mail on iPhone, iPad, or iPod touch" in the following article:

I tried all the steps which are mentioned in the documents but still my problem could not be solved.
Also, i resetted the phone to the default setiings, still the problem persist.
My wi-fi works fine, all the internet related stuff cn be accessed except my @me mailbox.
What should i do now?
i do not accept such services from a company like APPLE.

I have tried all the steps in several articles mentioned but nothing has worked for me so far.
Now i have configured my mailbox in another device still the problem persist, this shows that the problem is with the mailbox and not the device.
Seems apple does not care much about its customers thats why issue is taking so long
Pls help me with this

It seems to me there are two possibilities here. Either your Internet source is somehow blocking access to the account (no idea why they would do that, or even if it would be intentional, so please don't ask) or the account itself is messed up.
One way you might try to test for the first of these is to take the phone to a different location and test it. Or even turn off wifi and try connecting via cellular data only.
If neither of those work, you are going to have to contact Apple as Sheila suggests. https://expresslane.apple.com/GetproductgroupList.action
Best of luck.
