TS1717 I tunes won't start anymore.  I can't even start it in safe mode.  I re-installed but it didn't help.  Any recommendations on what to try next?

I tunes won't start anymore.  I can't even start it in safe mode.  I re-installed but it didn't help.  Any recommendations on what to try next?  Here is the error:
