Have kids i want them to have there own icloud account so they can back up to but i want them to all be on one find my iphone account so i can see all my family from one screen.

You cannot have that - find my iPhone is a function of the iCloud account, not a separate service.  So it is tied to one and only one iCloud account for any given device.

You can use find my friends app to track people with multiple iCloud account IDs though

I have the exact same use case.  Now I can't play a sound on my kids' misplaced phone from one Find My iPhone app.  Boo iOS7.

To be clear, with iOS6 I DID have this ability.  Separate iCloud accounts, but every one of my devices was also hooked up to my iCloud account for finding purposes.

Not through iCloud you did not - that has never been possible.  When using iCloud (either the find my iPhone app or online in a web browser) you can ONLY track the devices using the same iCloud account as the one you logged in with.  And the new security features in iOS 7 related to iCloud are specifically linked to that iCloud accounts AppleID and password, so allowing sharing would ruin the security model.

You CAN use find my friends to track anyone who is willing to allow you to using their iCloud account name.

dave3787 is correct.  This was a function in iOS6.  I set up an additional iCloud account on my wife's phone, iPad, and my three kids iPhones as well as a ther ipods.  I could track them all through my iCloud account as well as the find my iphone App, they could also use the app to find their phones as well as my wife or I.  This came in handy three days ago when my daughter thought her iphone 5 was stolen at school.  I was able to lock it down while I was in my car within seconds.  Three days later I now have to wait to get to a PC to be able to do this.....at the very least Apple should let you log in to iCloud  through Safari on your phone so you can find the phone in an emergency.  Love ios& - but they blew it from a parental perspective.  Why would I buy my kids an expensive phone now that the peace of mind about security and finding it if it is lost has been inexplicable removed?

I also ditto what david says.  I had this ability under ios6 and no longer do under ios7.
