Can a Safari update mess up my computer?

The problems began right after I installed an automatic update to Safari and Security  Update 2013-004.  I don't know for sure the update caused the problems, but the timing makes it seem likely.

Symptoms include: Pull down tabs are very, very sluggish or not working; there is a phantom blank page that flits on and off and sometimes the curser does not respond.  This phantom page I believe came from trying to access "Special Characters" under Edit.   All these things happen in Pages, iWeb, Word 4, Firefox, etc.

Please help.

Considering it's a multi application issue. the startup disk may need repairng.

Launch Disk Utility located in HD > Applications > Utillities

Select the startup disk on the left then select the First Aid tab.

Click:  Verify Disk  (not Verify Disk Permissions)

If DU reports errors, start up from your Mac install disc to make repairs.
