All my three Hotmail POP accounts still do not work for outgoing mail in Apple Mail. And it seems impossible to get a hold of Microsoft to ask.
Can anyone conform that their Hotmail or Windows Live accounts work properly in Apple Mail?

I just setup my old Hotmail account in Mac Mail and can report that send and receive work fine for me.

Thank you for testing that for me. I will look elsewhere then. Perhaps my ISP (Verizon) has made changes to the rules of using other outgoing SMTP servers?

How do you ping the mail server?
I called Verizon, and they said they have not done any changes.
Also, I can actually send outgoing email from the Hotmail mail server from my iPhone, when on the same home network as the main Mac. Very strange indeed, a I'm pretty sure all the settings in Apple Mail are correct. Especially since I use the same settings on the iPhone and they have worked for a long time in Apple Mail but then just suddenly stopped working. It's 2 Hotmail accounts, 1 Windows Live account and one of my own domain accounts that are not working. Outgoing mail through MobileMe and Gmail works however.

Open terminal, type ping yourmailserveraddress
If it replys then the connection is valid, no reply means looking for a connection issue.

Thank you Csound1 for your suggestions. In the end, I had to call a senior Apple care tech to solve it.
So for anyone else having this problem, here's what we did:
To fix outgoing Hotmail server problems,
go to System Preferences/Network
Select Ethernet and Advanced
Add 126.96.36.199 and 188.8.131.52 to DNS servers in left column.
There was something wrong in the settings with the DNS server that I get when set to automatic. I called Verizon and they could not give me another DBNS server or help me. So I'm now using Googles (184.108.40.206).
Go to keychain access
Search for the hotmail address
Delete the lines that says smtp.live.com - Internet password
