Thank you Domininc for the work you did on this.
I am reasonably confident that the default on Safari 6 with OSX 10.7 is 'Automatically'.
I am however still uncertain as to the default on Safari 5. I know your first link states that the default is 'Automatically', but:
1) I just did a new install of 5.17 onto Windows and the default is 'Never'. This disk has never had a previous version so it can't be carrying forward any previous settings. Maybe the defaults are different on the Windows version?
2) I restored a Mac backup with 5.19 OS X 10.68 on it, this also has the setting as 'Never' . However, in this instance I can't rule out that I had at some time overidden the default.
If somebody out there is running Safari 5.1 on a Mac and has not altered the defaults, I would be very grateful if you could tell me what the setting is and on which OS X . Thanks.

1) Do you mind if I ask, are you on OS X 10.68? I'm not sure if the OS X or WebKit version is a factor, probably unlikeky.
2) Any chance you changed the default at any time?
Could someone else also confrim that 'Never' is the default on 5.1. The more, the better. Thanks.

I didn't know about the Guest Account, I mostly only use my Mac to test websites.
I tested both my Safari versions, 6 on OS X 10.7 and 5.1 on OS X 10.6.8 using the Guest Account and confirmed the defaults are as I originally suggested (and you confirmed).
I think it is possible to run 5.1 on OS X 10.7 if the update is not applied? This being the case, the only thing I don't know now is what a user still running 5.1 on OS X 10.7 has as a default. I would expect 'Never', but if the version of WebKit determines this setting (which I doubt), it might be 'Auto'.
If you have any insight on this last bit, I would appreciate it, but thanks very much anyway

I am assuming that most people who have the default set to 'Automatically' won't change it back to 'Never'. Tabs rather than Windows seem to be a lot more popular these days.
In the scenario where someone changes the default:
In 5 to 'Automatically' they will still get a formatted window.
In 6 to 'Never', the window won't be controlled, I will accept that, hopefully not many.
In 5 or 6 to 'Always' it goes to a tab regardless.
