I can't get Apple ID and password to work on iPhone for iMessage

I did iOS upgrade today on iPad and phone.  I have Apple ID and password on the iPad for I messaging.  I am trying to set up I messaging using the same Apple ID and password on my phone and it won't let me log on.  Says it's incorrect or check network connection.  I have checked multiple times to make sure the id and password on iPad are the same.  What's going on? Do I need a different id and password on phone?  I thought they were supposed to be the same?
