Was it working before you installed iTunes 11? If so see Empty/corrupt library after upgrade/crash.
Ideally you would have the library files in D:\iTunes, the media folder at D:\iTunes\iTunes Media and the music would end up at D:\iTunes\iTunes Media\Music. Once you get it fixed you may want to take a look at make a split library portable.

This is on a new computer. I changed the folder to be
D:\iTunes\iTunes Media <-- which contains a folder called music that has many folders of artists
but my library is still showing up empty. Do i need to edit some configuration file ?

Did you copy over the library files from the old computer? Do you still have a working library on the original? This migrate iTunes library post should explain what you ideally need to do before you move the library.

No, I did not copy the library files. Is there some way to create the library files ? Perhaps 'add file to library' ?

Yes, but you lose ratings, play counts, playlists, date added etc. If you have access to the old files then it is worth taking the time to transfer them. Otherwise I suggest you rename the the current D:\iTunes as D:\ iTunes (Temp) then press and hold down the SHIFT key as you click the icon to launch iTunes. Keep holding SHIFT until iTunes prompts you to choose or create a library. (If iTunes opens normally close & try again.) Click Create, then browse to D:\ and create the library at D:\iTunes. Once that is done move the media folder from D:\iTunes (Temp) into D:\iTunes merging with what is there, then use File > Add folder to library to add the folder iTunes Media.
