iWork for iCloud beta is only Macs and PCs.  Are you trying to do it with an iPhone?

Having the EXACT same issue, called Apple Support and they escalated it to get help from the iCloud engineers. Apparently others have reported similar issues.

The iCloud storage servers suffered a massive failure due to too many people downloading iOS 7 and activating the new iPhone. Because of this, some users cannot access iWork for iCloud or cannot store anything or sync between devices via iCloud storage.

Because it has to be fixed manually, it might take a while. According to the Apple Engineer I spoke with, the best solution is to sit tight, and wait, even if it takes a week or longer.

Rest assured though, anything that was stored in iCloud severs ARE NOT LOST.

My docs are now properly syncing between devoces, I can view them on icloud.com, and my ubiquity.log no longer shows my account as locked.

No e-mail or phone call from Apple.
