I have two Iphone 5's and had this issue and Sprint is my carrier, I can't say if this will work or not if you have someone besides Sprint. I fixed my phones by doing this...
From the home screen, tap Phone.
On the keypad, dial ##873283# and tap Call.
Tap OK.
Your device searches for profile updates and installs them.
Tap Dismiss.
Tap the Home key.
After you do this, power the phone off and then back on. You should now be able to access your voicemails. On my second phone it took about a minute after I rebooted it before the voicemails were accessable.

Sep 25, 2013 4:18 PM in response to digital686by Robert 8,Thanks digital686. The way I solved my problem was to go to Settings and then tap Phone and then tap Change Voicemail Password. I then entered a password. It doesn't matter whether it is a newly created password or the one you use to access your email from your carrier.

The carrier has to support visual voicemail and your account has to be provisioned for it. If the carrier does not support visual voicemail, then you will also need to contact the carrier to set up voicemail.

May 19, 2014 11:59 AM in response to Robert 8by Quali_Dee,Settings > General > Reset> Rest all settings" will clear this issue up as well. You might have to go back and re-assgin your wallpaper and such but you won't lose any information.

I've tried most of what has been suggested (except resetting any of the settings) and still have the same problem. Any other suggestions. I find it hard to believe Apple's only solution is to reset the settings and reset them up. That to me sounds like a Microsoft solution not a company like Apple. Does anyone have any other suggestions? Thanks.

Going into Settings, then Phone, then entering in a new passcode worked for me! Thanks for the helpful tips.

Sep 18, 2014 2:26 PM in response to Londonblissby imlmr,I did what was suggested-change my voice mail password. Since then I've had 5 voice mails and was able to listen to 2 of them. I just got one and I can't open it. Does anyone know what to do to make it a permanent fix? How can Apple allow this basic issue to go on and on.

Oct 2, 2014 6:30 PM in response to imlmrby Shelia Addison,I'm having this issue as well. It just began today. I've gone through all the troubleshooting steps and nothing has worked. I was briefly able to access a new voice mail by deleting another new one "above" it on the list, but now another new VM has come in and nothing has worked to make it accessible. I've tried changing VM password, cycling phone off and on, resetting network settings, resetting phone, checking for a carrier update, none of the other options apply (I have visual VM with my carrier, don't have a new SIM card, am totally updated). Super frustrating. Help? I'm using a 4S.
