I dropped my Iphone 4 in the water so I had to get a new phone and I now have the Iphone 5 , I signed into Icloud and was able to have all contacts transferred over to the new phone but because the phone willnot come on I cannot retrieve my pictures. Is there another way to get my pictures from the old phone?

Restore the new device from the most recent backup of the old device.  That will put all content on the new device that was on the old device at the time of that backup.

Another option, if PhotoStream was enabled on the old device, the pictures will be available in PhotoStream on the new device.

Finally, the device is designed so that user's regularly copy pictures off the device (as with any digital camera) to the computer.  If this has been done, simply sync them to the new device via iTunes.
