Sep 26, 2013 11:51 AM in response to Nikhilendraby Steve Nicholls,If you look on this page: http://support.apple.com/kb/HT4319 and under the Additional Information heading you will see that FaceTime isn't available in UAE, and as you purchased your iPad there this is most likely the reason for this.

Sep 26, 2013 11:53 AM in response to Nikhilendraby King_Penguin,You won't have a phone on an iPad, you can't use it as a 'normal' phone. For FaceTime, that isn't on iPads sold in the UAE due to restrictions by the UAE government, and even though you may now be in a different country youu can't install it, including via iOS updates (it's blocked by the serial number). There are simiar apps such as Skype For iPad.
