As stated by vazandrew, those features are not turned off or Restricted by default. In fact, there are no restrictions turned on by default.

Sep 30, 2013 10:02 AM in response to diesel vdubby Greg App,Yeah, I understand this is a user group. I was just trying to be helpfull in case anybody else had the same problem I had. So, maybe yours was not off but my AppleTV Purchase & Rentals WAS off by default.

Typically they are SUPPOSED to be automatically turned on, however I could see that if there is a restriction on an actual iTunes account (one that is set up for a child/college kid where the parents financial information is set to not allow purchases) that the AppleTV might import the defacto settings of the iTunes account.
