Your iPad can connect to the Apple TV with AirPlay which mirrors whatever is on the iPad's screen to the HDTV the Apple TV is hooked up to. So the answer is yes. There is no DishAnywhere app for the Apple TV so you must stream your iPad to the Apple TV and then to your HDTV.

This doesn't answer you Apple TV question but it is possible another option.
I don't have Dish but Direct TV, but I think you can probably do the same with Dish. When I go to my place in the country. I take my Direct TV receiver with me and connect to antennae and TV there and it works fine.

I am looking for the answer to the same question. I understand not all apps work with Apple TV.
I think I will try the less expensive option for now, the Apple AV adapter paired with a HDMI cable I already have. Not wireless, but it will get the job done.

It looks like using the Dish Anywhere app with AirPlay is disallowed. I just tried it to watch a movie and it looks like it is going to play but never does. I was able to AirPlay Netflix and a Video on my iPad just fine but from the Dish Anywhere app it would not load.

In iOS 7.0.4 on my iPhone 5, I can airplay Dish Anywhere onto my Apple TV. You have to swipe upward on the lock screen and airplay from there, choose "mirroring"
This method also works for Amazon Streaming Video.
