I have already purchased a 40$ plan and using the 15 GB out of the 25 GB allowed for this plan. However, still receiving iCloud auto e-mails that my services will stop on Sep 30. Is this normal? Thank you

If you were using the complimentary plan it would stop tomorrow, but you are not, so ignore it.
