I tried creating a new Shared PhotoStream on my iPhone.
That sync'ed across all devices just fine.
But my main PhotoStream still only sync on iOS.

I am having the exact same problem. Any resolution?
iPhone 5S running iOS 7.0.2
iPhone 5C running iOS 7
iPhone 4S running iOS 7
iPhone 4 running iOS 7
iPad 3 running iOS 7
PC running Win 7 Pro x64 and iCloud Control Center 3.0
As with the OP, this stopped working upon upgrading to iOS 7 and Control Center 3.0.

No luck so far.
Tried turning off iCloud Photostream on my iPhone.
Restarted the iPhone.
Uninstalled iCloud CC. Reinstalled iCloud CC.
Enabled Photostream on my iPhone.
Everything works perfectly. Except for PhotoStream. Nothing comes over.
Called Apple yesterday. Tried a few things. I'll follow up with them on the incident.

I logged out from icloud control center in my PC and then logged back in. It seems that the problem was resolved.

I tried that several times, but it hasn't worked. Sometimes half the photos sync, sometimes none. About 50% of time have to restart iCloud service.
Worked perfectly on iOS 6 and iCloud 2
iPad 4th generation, 32gb wi-fi, iOS 7.0.2
Win 7 64 bit, iCloud 3

I reopened my incident with Apple.
Spent a good amount of time with a great rep.
He could see that my photos were making it to iCloud.
We tried a number of things.
We will reconnect tomorrow. He is very interested in getting this to their engineers.

1. On the PC, if you go to My Photo Stream and do a 'Add photos' to pick up an image from the pc does that image make it to your iOS My Photo Stream? (Mine don't, but they used to)
2. Is the My Photo Stream on your iOS devices the same size? I was looking at the doc for iCloud and the way I read it was that the latest 1,000 photos should be pushed to the iOS devices. (My iPad has 1,000, my iPhone has 72)

For me, it was the two iOS Photo Streams being out of sync.
iOS PhotoStreams should always have the same photos on them. Same number exactly.
The PC saves all of the photos.
Anyway, the Apple rep had me sign out of iCloud CC on my PC.
Then on each iOS devices Settings/iCloud/Delete Account.
Confirmed all the warnings.
Then re-entered my iCloud id and password on the iOS device.
Things restarted and the iOS Photo Streams got loaded with the number of photos that
Signed in on iCloud on the PC. It synced the same way.
Tried taking pictures on the iPhone and iPad. They synced everywhere.
So I'm back in business.
I just deleted everything on my iOS devices when I exited iCloud.
My interest is the PC syncing when I take a photo on my iPhone.
I think I should be able to take my old Photo Stream on the PC and copy them into the iCloud Upload folder.
That should get them everywhere.

these steps do it for me:
- Backup AND delete all of your photos from photostream using an iOS device, or several devices in case of unsynchronized photostreams.
- Log off your iCloud on Windows (complete, including IE,Chrome, Outlook, and so on...).
- Log in again.
Be Happy ;-)

How do you delete all the photos from PhotoStream on iOS?

This did not work for me. Did exactly as instructed (which has to be the most microsoft thing I've ever had to do on an apple device), and the only thing that happened is that when the photostreams repopulated on the iOS devices, there were 600 fewer photos in it than when I started. All the photostreams in the iOS devices still sync with one another just fine (although this has never been the problem. But it is simply not syncing to my PC via iCloud CC 3.0.
I've tried everything at this point -- uninstall/reinstall, logout/login, every suggestion in this thread. What the heck is going on here?
Is there a way to roll back?

Incidentally, I also have iCloud Control Panel 3.0 installed on work computer connected to the same iCloud account...it works fine. Something is fubared here.

Anything different about that work computer?
Different Windows version? 32bit?
