When you restored it, did you lose everything? I think I'm about to have to do the same thing. I've been waiting for almost a full day for activation.

Had the facetime wating to activate etc tried everything including repeated tries to register which was unsuccessful
The solution is to back up to iCloud.
Reset I phone by selecting erase all data and settings
Select country etc on setup then select restore from I cloud back up.
All works fine.
I cloud restore restores messages contacts photos etc.

SOLUTION - this worked for me - I had tried everything mentioned here before.
I am in the UK, on O2, and had previously used the O2 TUGO App, however had long ago deleted it. It seems that TUGO still had my phone number registered, and they were somehow disrupting the Apple Activation Message sent to my phone (it was coming up as a regular SMS everytime I tried to activate rather than a system message.)
I reinstalled the Tugo App, Deleted my Account, Delete the App, Reset Network Settings - and then BINGO - iMessage and Facetime were able to instantly activate! PHEW.
Thanks a bunch O2 TUGO - you officially ruined the last 3 days of my life trying to fix this!

Thanks for that, was the cause of my wife's iMessage activation issue as well.

How would you change the Phone Number Registration Gateway Address from the UK number to the ATT US number? Is there a **/*# command prompt?

Did you see my post above about the O2 Tugo app? I had exactly the same problem as you until I deleted my Tugo Account.

What worked for me was to log out of my store Apple id - not my personal one and then log back in again. That did it!

I tried everything I could find in internet or think of. Reseted everything, restored to factory settings... And it still doesn't work. It's not a carrier issue, because I was already using iM/FT when it "broke". Don't know what else to do.

When you do a restore through iTunes, you have to set up your phone as a new phone. If you use the back up copy, you'll keep the imessage and facetime problem
When you restart, your contacts and information should be restored but you'll need to reinstall your apps. They'll all be waiting for you in iTunes so you won't lose any you've paid for. Some of the settings including wallpaper will be reset too.
At least you'll get your messages back!
