Even though your phone is connected to a cellular network, if you do not have a good connection to the network, you may well not be able to locate your phone.

When I'm in London on O2 the data speeds are slower than the american 3G on my iPhone 5. It'll periodically update though so you should be able to see where it's final destination is or where you left it.
