It sounds like your iPad is for some reason not showing in iTunes despite your previous troubleshooting.
I would recommend performing the troubleshooting steps in this Troubleshooting Assistant in order:

Hi sterling r,
I have tried the troubleshooting and it does nothing for my iPad. Ever since I upgraded, my iTunes will not recognize my iPad mini. Thank you for your help!iOS 7.0.2
