If you go to your Camera Roll and select the photo, there will be a Trash Can icon in the lower right corner. Click it and then click the Delete Photo button.

If the photo is in the Camera Roll the previous suggestion will work.
If the photo is in an album that was copied to your iPad by syncing with a computer you have several steps to take to remove the one photo.
First, go to the computer you synced with and remove the photo from the album that was copied to your iPad. If you have a Mac that album was most likely in iPhoto. If you were using a pc then the photo is in a folder that is most likely nested inside a master photo folder.
After you moved the photo out of the folder on your computer, start iTunes on the computer and connect your iPad and do a sync. Be sure you do not deselect anything you want to remain on your iPad.

If I could sync to my computer I would have never posted this comment. ....... I am in the middle of nowhere my computer is home in the US.... still need to present and there are these 4 pictures that need to be deleted...... can I revert to the new Ipad to and older version of the operating system....... I am almost tempted to scrap my iPad and use my samsung tablet..... this is crazy...... I cant delete a picture......
