What do you mean that you "received an update for iOS 7" but "never received iOS 7 when it was launched"?

But to answer the question on how you get an iOS update, you do that via connection to iTunes and select the "Check for Updates" button, or (if on iOS 5 or later) go to Settings/General/Software Update and check/download new iOS right to the device over Wi-Fi.

Add one more step.  BACK UP YOUR iPad before you download the OS.

I got the update 7.0.2. In settings and updates. it was to fix some bugs in 7. It couldn't update 7 because I don't have it and never received it. So I now need another source of the download for 7.

If you did not yet have iOS 7 when you received the 7.02 update, there's no reason you cannot skip 7 to go straight to 7.02 ... each iOS update is completeand independent from prior releases.  The only requirement is that the device is compatible, and if you're going to update over Wi-Fi you should connected to external power.

And yes, do a backup of your iPhone first! (as well as make sure that your contacts are stored somewhere, as your backup is not a reliable keeper of your contacts)

Thank you. I did try to download the update but it encountered some problem. I'll try again.

One more thing, if you're going to update via iTunes you need to have the latest iTunes version.
