Try the steps in this article: http://support.apple.com/kb/ts4268
You might also want to try resetting your network settings and resetting your iPod if that doesn't work.
Reset network settings by tapping Settings > General > Reset > Reset Network Settings.
Reset: Press and hold the Sleep/Wake button and the Home button together for at least ten seconds, until the Apple logo appears.

I've tried everything. Reset network settings, even erased all content and settings, did a restore and a backup.
Still not working

I FINALLY fixed it!! I tried all of the suggestions and possible fixes for this issue but I still couldn't get iMessage or FaceTime to work.
THEN... I went into my settings > wifi > clicked on my wifi network and changed the DNS to 126.96.36.199 and now my iMessage and FaceTime is working perfectly!!!

One week ago I started experiencing this iMessage problem only on my home wifi. Resetting my DNS to 188.8.131.52 as suggested on this forum is the only thing to fix my issue..... It has worked!!! But sorry curiosity is killing this cat.... Can anyone explain why this was suddenly an issue in the first place given no router, provider change or recent updates to iPad?

Could not sign in, please check your network connection and try again.
I received that message also in the past and I didn't do nothing but sit around and then I got signed in a few minutes later. I guess sitting around fixed the problem?
