Q: why wont software update appear on my iphone 4?

my iphone 4 fell down the toilet the other day and im currently using my dads but as he never updated it the software on it is ios 4.3.3 but i want to make it the ios 7 but for some reason software update wont appear in the settings what can i do to get it? i reset the phone and it still hasnt come up i have enough memory it just wont come up in my settings

The option to update without the computer (Over the air) was made available with iOS 5. If your iDevice is using a version of iOS lower than 5, you will need to use iTunes on your syncing computer to perform the upgrade. Use the Apple link below as a guide for the upgrade.
