It sounds like the two problematic devices may have a different Apple ID signed in for the iTunes/App Stores.

This is what I initially thought was the problem, but I gave confirmed that the correct iTunes account is being used on both devices. It's very odd. I also thought it might just be that the account took a day or two to activate. This is also not the case. Any other thoughts?

You may want to try signing out of the existing Apple IDs (as set up on the iPhone and iPad), then signing them back in.

If the two devices are still misbehaving, you might need to turn them off then back on, or reset them as necessary.
