I had this same issue on my iphone 4s after upgrading to ios7. I spent some time finding a solution so I figured I make a guided video.

FOUND IT.

It looks like the DEFAULT setting for iOS 7 Safari is PRIVATE BROWSING.

If you go into mobile Safari browser on your iPhone under iOS7 and click on the "new page" button at the bottom of the screen, then in the lower left corner you will see the PRIVATE button.

Turn this OFF to re-enable the saving of Passwords and login info in iOS7 Safari.
