The functionality hasn't changed significantly since 10.6. The primary, user visible, differences being:
- System Image Utility recognizes Install OS X Applications since 10.7
- System Image Utility lives in /System/Library/CoreServices as of 10.8

You must purchase and install the full Server App from the Apple Store in order to use SIU.

System Image Utility is now installed as part of the client OS, and exists on every 10.8 system. While it is true that Server.app will sub-launch SIU, you can also simply navigate to /System/Library/CoreServices and double click on System Image Utility.

I think my fuzzy understanding of this is causing me to not understand whether I need to upgrade the OS on my server that I'm using for both NetBoot and SIU.

If you need to make images for more than one version of the OS you need "client" machines with SIU.
The NetBoot service on the server is happy to serve up images for more than one version of the OS.
However, SIU will only create images for the version of the OS its running on.
