please ..... This has nothing to do with IMEI. The problem completely goes away if WIFI is turned off. Nothing to do with carriers and IMEI's. Just a stupid bug in iOS. I have been using the device without problems with WIFI turned off for 4 straight days. As soon as I turn it on the call failed issue starts.

This could be an IMEI issue if it were blockig ALL outgoing calls. In my (and many other) cases the effect is intermittent. I also never experienced the problem prior to iOS7. So this all seems like a more complicated issue - not just carrier, IMEI, iOS....

    @Abhishek

If you have the problem just with wifi is turned on, of course you don't have an imei problem!

But I don't think that all the persons who are writing here, have the problem with wifi on/off. If I understand well, you're two of us. Others have the problem always, other sometimes, other just with outgoing calls...

At the beginning I've this issue not all day, and when I try to call 6 or 7 times at the end I did the call.

Now it seems not possible and I'm looking for the same issue on the web.

    Hi guys,

I've been having the same problem too and got them solved, maybe it could solve your problem too. It appears that "phone application" in IOS 7 (I'm using 7.0.2) has a bug in it with "Blocked" feature and "Respond with Text" feature seems to be the culprit

    Here's how I fixed it:

    • go to phone settings (Settings -> Phone)
    • remove any blocked caller
    • remove any custom reply text
    • you might also want to get all the remaining setting as default as possible to your network (SIM) default setting

My settings is as follow (for your reference)

    • My Number : +62 811 ******
    • Contact Photos in Favorites : ON
    • Calls
      • Respond with Text : IOS default
      • Call Forwarding : OFF
      • Call Waiting : ON
      • Show My Caller ID : ON
      • Blocked : NONE
    • Dial Assist : ON

Give it a try and let everyone knows if it works on your phone. It will help to pinpoint the bugs and get Apple to fix it immediately, afterall this is their own forum

Thanks a lot for your post! I had blocked numbers and couldn't call anyone since I updated to iOS 7.

It looks like it is working again, finally. Will keep you posted if anything goes wrong but this appears to be the first real solution to a problem that has not been documented by apple.

    Hi,

My phone settings are the same as yours even befour I updated to ios 7.

    The problem presists for me.

Apple shoul realy take care of this, as I know of at least 3 of my friends having the same problem on ios 6 and on Iphone 4S as well.

I think the bug is related with some sim-carrier-wi-fi conflicts.

I am in Bulgaria on M-Tel, a Vodafone subsidiary.

I checked it in my sisters phone that is iphone 4s and there is no problem in that. It works perfectly fine on vodafone only. She is also on ios 7.

    Update:

    • The problem seems to be affecting iPhone 5 only, I've tried on iPhone 4s (IOS 7.0.2) adding block list on "Blocked" feature and cutomizing message on "Respond with Text" does not affect the ability to make a phone call (Call Failed)

    SpaceBo,

There could be another issue that haven't been discovered such as "sim-carrier-wi-fi conflicts" that you mention as different country and provider may uses different radio band. Can you try to confirm it with M-Tel Bulgaria? Ask them to give you a new SIM card and if that does not solve your problem file in the details both here in the forum and with M-Tel. File in your friends phone details also as comparison.

Hopefully we can help everyone here to pinpoint the problem therefore push Apple to solve the issue immediately. What good is a phone that can't make a call, I guess we all agree on that

    Here's an update

    1. New SIM from Vodafone still has the same issue

    2. Tried the "Phone" settings from eveningcat's post. The problem returned soon after that.

    3. Checked IMEI and that's not a issue with the carrier.

    4. Only solution till now if to keep the WIFI turned off

    5. Still left wondering .........

    :-(

I've already contacted my carrier. (about tree weeks ago)

They said that many of their clients have the same issue since the iPhone 4S and iOS 6.

They said that changing the SIM will not fix it. So I did not change my SIM. It is also subject to additional cost here in Bulgaria.

M-Tel also said that they were expecting the problem to be solved with iOS7. I guess the opposit is happening - the problem is spreading among more devices.

I've also contacted Apple support about this. They of course said to contact my carrier because this could not be a software issue... LOL

I should specify that I have this problem only when on 3G+WiFi. When on EDGE the problem disapears even with WiFi switched on.

About Apple solving the issue. I Think this is not new for them, i meen if the problem is realy before iOS7.

But you know Apple - they ignor their customers totally.

I'm having this problem and none of the solutions are working.

I have a brand new Iphone5, it was locked to 3 but I just got it unlocked.

Could my problem be due to the unlocking of the Iphone? and if so does anyone have a solution please?

    Thanks in advance.

    Unlocked to what carrier?

What did your phone carrier say when you report the issue?

Well My step mum got it unlocked for me because she got it as a present. She said it is unlocked to any network. My SIM is Giffgaff which uses 02. I was told to connect my phone to Itunes and 'back up' and then 'restore to complete the unlocking process. I did this and got a message saying 'congraulations your handset has been unlocked to any network'.

When I try make a call it just instantly says 'call ended'. I have tried resetting, turned wi-fi off, reset everything, defaulted setting. I saw to try dialing *#31# and when I do that I get the message 'setting interrogation succeeded. Calling line ID restriction disabled'. Is that what it is supposed to say or is that a problem?

    Thanks
