Do a Google search on error 16 on iPads and iPhones. Many others are having the same issue, that is how I found your post. I have seen 3 of 4 posts of solutions that have worked for others, and some have tried their sugestions and said that they worked for them, while others say it didn't. Here is one forum that might help:
I just bought an iPhone 4 on ebay (today) and it is having software issues. I'm just doing some reseach before it arrives so that I can hopefully get it working the same day I receive it. I am a 2nd yr electrical/computer engineer that is going for a minor in computer science. I thought the phone would be a fun challenge and I only had to pay $60 (shipping was free). If I get the phone working, and deside to not keep it, I should be able to get my money back out of it, since it is in really nice shape otherwise. I was just wanting the experience of trying to fix it.
