Q: Being asked to "Confirm Apple ID password..." instead of being given Touch ID option for App Store purchases

Even after updating to 7.0.1, after making sure that all of the instructions are followed, when I go to the App store to purchase an app, I get a message asking me to "Confirm Apple ID password for <insert my Apple ID> to renew Touch ID purchases."  I have turned this feature off, shut down the phone, then restored it (including entering my password again), and it will work immediately following that, but then after that it gives me the above message again and forces me to enter in my password.

 

I know 48 hours haven't passed, and I didn't shut down the phone in between. 

 

Any idea what's going on?

iPhone 5s, iOS 7.0.2

    Here's what worked for me.

     

    Goto: General > Passcode & Fingerprint > Fingerprints - Turn off 'Passcode Unlock'.

    Now I get the option of downloading stuff from the appstore without having to key in the password.
