No, Apple's not a carrier, & Apple does not sell sim cards. Your carrier...whoever you're going to get service from.

 

If you purchased from Apple, did you purchase a contract phone? If so, it will come with a sim card pre-installed & pre-activated. Only officially unlocked iPhones come without a sim card.
