Set up the iPad to sync contacts with iCloud, Google Contacts, MS Exchange contacts (if you have an MS Exchange email account) or with Outlook or the Address Book app on your computer (last 2 via USB cable).
Then sync the iPhone to the same source. Of all of these iCloud is by far the easiest. As it even keeps your contacts in sync between the iPhone and iPad. An update on one almost instantly appears on the other.

I stopped by my MobileGo for iOS (Windows) last week, and they said they could transfer my contacts from my current phone (Blackberry) if I wanted, so that may be an option for you. I've been syncing my Blackberry and iPad thru contacts on my PC for some time, so that shouldn't be a problem for me.
