Install a sim card from another carrier and if the phone works then it is unlocked.

THANK YOU ericsiegel01 !  Erasing the content from the phone before connecting it to iTunes was just the ticket!  For me, at least.  Now...on to Europe for vacation...!  :-)

Following the instructions by ns with changes by ericsiegel01 (disconnect iphone while erasing) also worked for me. Thank you!

I did not receive any message from iTunes (11.1.3). I hope my 4S (7.0.4) is unlocked. I erased and restored multiple times and followed Thingo75 and ericsiegel01's instructions.

There is another way  without itunes Restore:

1- Make sure your iPhone is at latest iOS

2- Backup your iPhone (Preferred on Cloud)

3- from you iPhone go to: settings - general - reset - reset all media and settings - WILL PERMANENTLY  DELETE everything from your iPhone.

4- Connect your iPhone to iTunes - it will tell you "Congratulations .. you iPhone is unlocked"

5- Setup your iPhone by restoring your backup (preferred from cloud as in #2).

it will take you time to restore your iPhone but it is easier than restoring through iTunes
