Why won't iCal sync both way between an iPhone and iPad thru iCloud?

If I put an event into iCal on my iPhone 4S it does not sync to my iPad thru iCloud. However, if I put an event in iCal on the iPad it immediately syncs to the iPhone. Photos, reminders, notes, all sync both ways. What do I need to do to get iCal to work both ways?

    If new events added to the calendar on your phone do not appear on your calendar on icloud.com, go to Settings>Mail,Contacts,Calendars>Default Calendar on your phone and be sure you have selected an iCloud calendar as your default and not something else like On My iPhone, a Gmail or Yahoo calendar, etc.  If you haven't, make this change, then add a new event and see if it appears on your calendar on icloud.com now.

     

    If your settings are correct and new events still aren't appearing on icloud.com, add any missing calendar events from your phone to your calendar on icloud.com.  Once the calendar on icloud.com is up to date, go to Settings>iCloud, turn Calendars to Off, choose Delete from My iPhone when prompted (they will still be in iCloud), then after a minute or so, turn Calendars back to On.  Then add a new event on your phone and see if it appears on your calendar on icloud.com and your iPad now.
